Why is the government allowing state owned banks to hand out huge bonuses?

Why are my taxes going to toward paying for champagne, cocaine, casino trips for these vile bankers. They don't earn a single penny for the economy, just a massive ponzi scheme as we found out in 2008 and will again soon.
